No, Explorer for ArcGIS uses a fully connected Web Map at this time. In the future, support for offline maps will be generally available for Esri Apps, similar to what is currently available today in Navigator for ArcGIS.

Göktuğ, Navigator does not support KML, but there are plans to support "Pre-Planned Routes" in a future release. Currently you can use an app link Create an app link—Navigate | ArcGIS to send route stops to Navigator in a defined order. A route is calculated based on the provided stops. We are working to provide a similar solution for pre-planned routes... Send the precise driving directions (lines to follow) for a street sweeper, school bus etc.. it's not possible to add CAD data directly to ArcGIS Explorer Desktop. However if the CAD data is added to ArcMap and saved out as a layer file (ArcGIS layer) or layer package, ArcGIS Explorer Desktop will display it, when the Layer is added.

Charles, Navigator for ArcGIS provides turn by turn directions (voice guidance) based on your current location as you are driving. Locations or features identified in Collector for ArcGIS can also be sent to Navigator. Navigator works completely disconnected (does not use a service) and all information needed to generate driving directions are stored on the device. Navigator is currently available for IOS and will be available on Android next year. I think it is a good question, seems like the option to purchase could be right in the Organization admin settings.... here is the information from the Navigator product page. Adam, Navigator is only licensed through an ArcGIS Online subscription. Online organizations (and portals - coming later this year) can be provisioned with Navigator licenses. The organization administrator assigns the licenses to specific named users. Currently no other options for licensing. Mark

Packaging the Published map should work... I didn't fully understand what you were doing. The help that i sent was in reference to manually making the data and PMF portable. In general, if you have all of your data in one folder. Build an MXD with relative path setting using the data from that folder. Publish a PMF to the same folder that the data resides in. You should now be able to move the folder and all of its contents to any location and use the PMF successfully in ArcReader.

Make sure you publish the map to a relative location in relation to the data. The PMF file and Data need to have the same parent folder, and it needs to be a named folder, not a drive letter. If you publish to F:\GIS from your above example, ArcReader and the PMF should work the same as an MXD with relative path in the same F:\GIS folder.
