The Esri vector basemaps are not enabled for your portal. That is why you don't see the same basemaps. The 'hosted' part of my screenshot is not significant, and actually the rest of it in regards to the settings are not either. I suspect when you view the portal item for your feature service, you see something like this.. Since the properties you are showing in your first ArcGIS Server manager screenshot are correct for offline use, it may be that you need to specify a basemap for your webmap that can be taken offline. If you are using Esri vector tile basemaps with your portal, set the basemap for your webmap to "Navigation" and save the web map. The Esri vector tile basemaps are extract-able for offline use. The first time any GP tool is accessed there is a geoprocessing tools initialization that takes a few seconds (should only be a few seconds). Each tool also may have an initialization time, depending on what the tool does. Specific to Create Utility Network it reads in layers from the active map.

Amelia, You have to actually uncheck each label layer, if you click the layer button below quick edit, you will see all of them. In another post https://community.esri.com/thread/232387-is-there-an-easy-way-to-turn-of-all-labels-in-the-vector-style-editor I suggest another way to remove the labels, that may be of interest to you. mark

I have done the following.. In vector tile style editor choose the map you want to remove labels from.. Save it as your own style. Then on items page, download the style. This will give you a root.json file. In that style you need to add "visibility": "none" to all of the "label layers" I was using the World Navigation Style and I noticed that in the label layers "layout" all of the layers had "symbol-avoid-edges": true, I did a search and replace on the root.json file to replace all instances of "symbol-avoid-edges": true, with "symbol-avoid-edges": true,"visibility": "none", then back at the items page I just updated the item (update button) with my modified root.json. This removed most of the labels... still have labels for "Openspace or forest/label/Default" as that was the one label layers that didn't have "symbol-avoid-edges":true, If you can find a string to replace in the style you want to modify, search and replace is much easier. mark

Katka, It can work. Make sure the coordinate system of your TPK and the Map are the same. If the Map Coordinate System (spatial reference) is different from the TPK, the TPK will not display. Also, If using a basemap, there are complications (bugs) with regard to having TPKs and Feature Class layers in the basemap. If possible do not put feature class layers in your ArcGIS Pro basemap. Or you can just use the TPK as an Operational Layer.

It's not ideal behavior. In ArcGIS Pro 2.5 there will be a new option, which will only include attachments for features that are in the resulting package. The attachments are managed through a relate table. The new parameter is "Keep only the rows which are related to features within the extent" So, ArcGIS Pro 2.5 provides a solutions. At this time, you would need to create new data prior to packaging. You could select all of the features you you want to include in the package, and use Feature Class to Feature Class, to create a new Feature Class of the selected features. In the "Environments" setting you can check weather to "Maintain Attachments" when checked the new feature class will only have attachments for the features in the feature class. Mark
