I just took a look and see a similar difference between ArcGIS Pro and ArcMap. For the area that I looked at  (san pedro) at the highest LOD, the scale range has a difference of 50.  ArcMap displays the LOD out to a scale of 846, ArcGIS Pro displays it out to 796. Joel is correct.  Actually the visibility scale of an operational layer will also cause this, if your are not using a basemap.   The best thing to do for Mobile Map Packages is to always include a basemap and make sure it is visible at all scales.   Add a layer to the basemap, then select this basemap from the gallery for your map. On the first part of your question opening an MMPK in Explorer.  Do you see the map listed in the collection of maps on Device, were you able to download the MMPK or copy it directly into Explorers 'mmpks folder'  ex.. C:\Users\username\AppData\Local\Packages\Esri.ExplorerforArcGISQA_eytg3kh68c6a8\LocalState\onlineusername@NorgIDR53c\mmpks is it listed and does the error appear when you click to Open the map? ...
