Do you need open excel sheet in Arc GIS or Join it with table in Arc GIS? about your excel sheet with name( nomis_2017_08_19_194923) it is like a report and it isn't table. so I can answer your question with NO but you should separate each table in Independent sheets if I need just an area do I remove the others parts of the sheet (e.g. need bolton, should i remove the other cities etc or just leave them??

Read the following link: it has a solution: Error: One or more of the added layers has an extent not consistent with spatial reference Solution or Workaround The operation that yields this warning has been modified in ArcGIS Version 8.1.2. To determine if this problem applies to the coordinate range and angular units of your data, do the following: Start ArcCatalog and navigate to the dataset that returns the message. Click the Metadata tab on the right-hand window. Click the Spatial tab. The 'Bounding Coordinates' section lists the extents of the data in decimal degrees. If these extents exceed the range of -180 to 180 (longitude), or -90 to 90 (latitude), the extent not consistent with spatial reference message will erroneously appear when adding this data. If possible, correct the defined coordinate system for your data (you may need to refer to current metadata for more information).

If you still use shape files , the only way I know Save To Layer File—Help | ArcGIS Desktop but if you can convert them to geodatabase, you can Set Layer Representation—Help | ArcGIS Desktop and it will be temporary. Usage The input must be a geodatabase feature class with at least one feature class representation. The resulting layer can be used as a valid input for cartographic tools that require a layer input in especially in models and scripts. The temporary feature layer can be saved as a layer file using the Save To Layer File tool or saved as a new feature class using the Copy Features tool. Layers created in ArcCatalog cannot be used in ArcMap unless they are saved to a layer file using the Save To Layer File tool.
