If you have a polygon for each sub basin, you can use it as the following picture: Open Data Frame Properties > Data frame Tab >in Clip options choose Clip to shape > click on specify shape > in the new window choose outline of features > finally choose your sub basin polygon that will be used to mask.

Don't use paint .If you haven't Photoshop program, you can use MS PowerPoint ,insert your picture then use shapes in the program to redraw the symbol the group the symbol shapes and right click then save as picture .

If you have advanced or standard license, You can Create Dimension Feature class inside geodatabse. What are dimensions?—Help | ArcGIS Desktop Or you can try to Measure Button in Tools Toolbar ( It is Available for all licenses). Just you have define Projection well before start measure features. If it is not exsit in your version, so create it.
