may be you don't need to create topology. Just select by location the points that intersect lines type 1, then add to current selection points that intersect lines type 2.After you finsh this selection switch points selection and you will get all points that not covered by lines type 1 nor lines type 2.

Could you check by open attribute table and edit any value in the subtype field , see the menu if the new value included. if so add new this template by open organize templates, then New template and add all template.as the following picture.

You can make the selection more easier and accurate.just select one stream of the group and use Select By Location as the picture: selection method : add to the currently selected features in spatial selection method for target layer feature : intersect the source layer and check use selected features. click apply and see the selected features count. And click on apply button many times until the selected count stop increasing , that mean the all group are selected you can merge it . and do that for each group.

maybe my suggest is not clear, but I said we will make classes the is for group each line. you will define the tolerance and group each align points horizontal into class and vertical points into class( the point has two classes one for vertical and other for horizontal) the correct is you will define the tolerance and group each align points horizontal into classes and vertical points into classes( ech point has two classes one for vertical and other for horizontal) 1and I said that we will use sort twice one for horizontal and one for vertical. and use Sort tool again for vertical and y fields. so we will use point to line twice either one for vertical and other for horizontal.
