One of the main reasons behind this workflow is to take advantage of ArcGIS Pro rich cartography even when your data are in hosted databases. I just tried publishing and it worked for me. In ArcGIS Pro, aggregation is treated as a separate capability not a type of symbology. And then a symbology is assigned to aggregated features which is independent of how the individual features are symbolized. ... View more

Feature Access enabled - regardless of whether they will be editing data through the rest service.  Shared instance or not, I'd not enable Feature Access if there is no need for editing. There are cases when you might want to take advantage of client side drawing or interactivity, you can still add a layer from a map service as a feature layer.
