Yep, I downloaded your files, extracted them, and loaded the UTM one into a new project. Then I brought in the undefined one, and it lined up perfectly, meaning that it has the same coordinate system. I used the Define Projection tool, and selected the UTM projection from the first shapefile. After that, I used the Project tool to change it to Geographic coordinates-->World-->WGS 84. Voila!

If these two shapefiles were supplied from the same source, I would make the assumption that the undefined shapefile has been created in the same projection as the other one. Load the other one into a new map project first. then bring in the undefined one, and see if it lines up as expected. If so, the use the define projection tool to assign that UTM projection to it. After you've done that, you can use the Project tool to change the projection to Geographic coordinates with WGS 84.

It's clear from your screenshot and description of the extent on export_output that your original shapefile was NOT in geographic coordinates. Those look like possible UTM coordinates to me. Anyway, you need to find out from who ever gave you the shapefile what projection it is in, or you can try UTM for the correct zone for your area, and see if that works. The original projection needs to be defined correctly before you can proceed with reprojecting the data (using the project tool) into geographic coordinates to match you excel file. I downloaded your zip files to examine the data mayself, and try to figure out the correct projection for your shapefile, but unfortunately you didn't include all of the different files associated with your shapefiles, only the .shp file. You need to include all the files that have the name of the shapefile (6-8 files usually) to make it useable in ArcMap. One more comment on your steps: why do you keep closing and reopening ArcMap? I'm not sure why you feel this step is necessary.

I don't believe so, but you could create a field in your feature class, and then calculate those description values based on the code values from the existing field. Are these coded domain values?

Hi Wi, I think what Dan is trying to tell you, is that you can use various tools to make a start on writing a script. One method is to construct a model in model builder to do what you need, and then export the model as a python script. Basically you are going to need to iterate through the feature classes in your Village gdb.

Well, Joyce, that depends how you define "problem". I'm quite sure that the calculations we are coming up with are correct for this dataset. This wikipedia page explains the issue very well: List of countries by length of coastline - Wikipedia, the free encyclopedia. Basically, the CIA figures are calculated using data digitized at a very different scale, and there is no way to come up with the same numbers, unless you use the same dataset. You can decide to just use the CIA figures, or calculate your own from the GDAM data. I guess if you want to do further analyses that the CIA hasn't provided, then you'll have to trust the data. It certainly sounds like you're doing it correctly. As an aside, I'm wondering if typing CIA this many times on an internet forum is putting me on some kind of watchlist!

Well, yes, it would be up to you to decide what defines low, medium, high, etc in your data set. To make similar categories to your example, you would click on the classify button, then pick quantiles in the drop down, and pick 4 classes in the second drop down. Then you could change the label field to low, etc.
