Two things to try - in the WRS Conversion by HUC map, add a basemap and retry the workflow. If that fails, in the Catalog Pane, under the Maps dropdown, right click the map and then click Delete. Add a new map with the layers and try your workflow again.

So in reviewing the internals, I can confirm that this was reported by a customer May 2024 and is a BUG in the software. I do not see a BUG number as of yet but the team is aware of it.

Dan's comments are exactly what I would ask first - best practice is to have the layer locally on disk. Correct. This was BUG-000167647 that was detected in the ArcGIS Pro 3.3 application - which is the current version of ArcGIS Pro 3.x. I did see that the BUG is fixed and will be deployed when ArcGIS Pro 3.4 is released later this year.
