Yes, go the Project Core Tab (Blue Tab), click Options, click Map and Scene.  Scroll down to the bottom and expand the Spatial Reference Category.  From there, check the box "Warn if transformation between the geographic coordinate system is required to align data sources correctly."  Then when you add data to a new map, you'll see the warning message appear like ArcMap.  To mimic the Close option in ArcMap, remove the suggested transformation methods and then click OK. ... One thing to compare is any geographic transformation issues.  Both feature classes are in NAD83 (GCS) so no issue there.  Is your basemap in WGS1984?  In ArcMap, you have to explicitly set the geographic transformation.  If you click "Close" in the Geographic Transformation Warning UI, then you'll have a slight discrepancy on location.  In Pro, the software sets the geographic transformation for you.  Perhaps this is what you're seeing? ... I see what's happening - when you hover over the Layout Snapping area, you're just turning it on/off but setting the snap agent.  Below Snapping is off/Snapping is on, click one or both snap agents so they too are blue. ... View more

If you hover your mouse over the Layout Snapping, it "expands" a small UI.  Inside you'll see Guide Snapping and Element Snapping.  Click either or both to enable those two snap agents in the Layout.  I'm working with Pro 2.0.1 so do not know if 2.1 Pro will have additional snap agents. ... I know you can edit annotation in ArcGIS Pro but unlike ArcMap there is no toolbars for editing (generally).  Another item to consider is from the ArcGIS Pro 2.1 Help (2.1 is coming very soon): Annotation storage If you have annotation feature classes created in ArcMap, you can view and query them. However, to edit them or modify their properties, you must upgrade them. I too only see the Convert Labels to Annotation GP tool for the Input Map vs. a single layer.  I guess one workaround is to add a single layer to a temporary map, set your label properties and run the GP tool. ... View more
