In reviewing the Esri Support Services logs, it could be an orphaned lock in your Enterprise GDB.  One workflow that fixed this for another customer is as follows: The only possible workaround for now is to manually delete the orphan locks. To do so: 1.  Make a full back up of the database 2.  Make sure there are no active connections to the database of concern.  (open AGP/AM sessions, Services running, etc.) 3.  Run a  query for the SDE_table_locks, SDE_layer_locks, SDE_object_locks, SDE_state_locks and SDE_process_information and notice if there are orphan lock entries.  Or open your Enterprise Manager (Oracle) or SQL Server Management Studio (SQL Server) and open the tables referenced above to see what locks are open. 4.  Delete the entries from SDE_table_locks, SDE_layer_locks, SDE_object_locks and SDE_state_locks 5.  You should be able to access the geodatabase administration, locks tab on relaunching ArcGIS Pro ... Just out of curiosity, if you close AGP and open ArcMap to manage your Enterprise connections, do you see the same locks in play here?  If so, is it possible to disconnect those locks (without impacting other users certainly), then close ArcMap.  Start AGP and attempt the upgrade again. ... This is interesting certainly.  By chance are you using an application server connection vs. a direct connection to your Enterprise Geodatabase?  (i.e. gsrvr.exe and giomgr.exe)  If so, create a direct connection and attempt the upgrade again. ... View more

What release of your geodatabase are you using?  10.6?  10.5?  etc.  In reviewing the AGP Help for upgrading ArcMap annotation to AGP annotation data models, the geodatabase has to be upgraded to the current release.  Then one may run the Upgrade Dataset GP tool.  If unregistering your annotation feature class as versioned using AGP does not work, try to do it in ArcMap.  Then return to AGP and see if you can Upgrade the dataset.  Lastly, the documentation says versioned annotation feature classes cannot be upgraded.  So a few things to sort out here.  ... From what I've been able to research, it would seem AGP 2.3.x will support the functionality of the Traverse tool found in ArcMap.  The save to text file workflow in ArcMap will be different in AGP - not sure how as I work in Education Services not AGP Development.  Hope this helps! ... View more

File geodatabases are single user geodatabases meaning only one editor per table (i.e. feature class).  If someone is editing a feature class stored within a feature dataset, then the entire feature dataset is locked until the edit session is released.  You can have as many readers seeing the data during this time - no issues there.  How is your data organized? ... Another user was experiencing this same issue and resolved it using the following steps - "Went into the Displays option with ArcGIS Pro and deleted the cache, changed Antialiasing mode to Best, Stereoscopic mode to off and checked the Enable hardware antialiasing option."
