If you click the Environments tab on the GP tool, click GPU for the Processor Type dropdown and for the GPU ID to zero. I'm running ArcGIS Pro 3.5.4. On the parameters tab, under the Data Preparation dropdown for the Data Augmentation parameter, change the batch size to 16. Are you using an earlier version of ArcGIS Pro or is there any parameter for batch side? Does these changes improve the performance?

Okay, makes sense. So it's definitely the bugs referenced in my link. If you're able to upgrade ArcGIS Pro to 3.4 or higher, those bugs have been fixed. You shouldn't see that behavior anymore.

From what I've read ArcGIS Pro does not natively support ARM processor chips. However, it can run on ARM-based systems, such as Apple's M-series processors, by using a virtualized environment like Parallels Desktop. This allows Windows to operate as a guest operating system on macOS. Not sure what the next generation will or will not allow with regards to ArcGIS Pro.

Check your Esri credits value/account. If you're in a negative balance situation, the error message seen is typical of this issue. Contact your Esri Rep to purchase additional Esri credits. I suspect the error message with disappear then.

To @ChrisUnderwood's point, there is BUG-000177355 - "In ModelBuilder, the dialog box pop-ups for some tools open outside the monitor's pixel area range" and was producible in ArcGIS Pro 3.5.0 and 3.5.1. The workaround is to reduce the monitor resolution to 1920x1080 with 100% scaling to restore proper behavior.
