It feels strange to suggest this workflow, but yes, you can.  Just not using ArcGIS Pro it seems.  Pro wants the user to have a coordinate system always defined for the Map and the layer it seems.  BUT in ArcMap (and I just tested this), you can have a undefined feature class created using the Create Feature Class GP tool and leaving the Coordinate System parameter blank, add it to an undefined Data Frame and create new features.  It works.  But that also begets the question, do you have ArcMap on your PC? ... @AaronKoelker - thank you for your respone.  So good to hear that standard, 255 text field.  That's not the issue.  Factory settings for the creation of new projects is C:\Users\UserName\Documents\ArcGIS\Projects as set in the Project tab->Options->General tab I believe.  In my Pro classes, I jokingly say this is where projects go to die as for many users it's difficult to "find" this location.  You can certainly create/save projects at this location but I'm old school and prefer a more specific directory/folder system for my projects.  If you've been doing this forever, go for it. Interesting about the start/stop editing option.  I hadn't thought of this as I don't use this workflow.  It's an ArcMap equivalency item.  I changed my ArcGIS Pro to have this checked on and the Calculate Field GP tool failed as expected but with the dreaded 999999 error code.  At least you have a workaround now! ... @AaronKoelker - definitely weird.  So for the NAME field you created, how long is the field?  The default 255 or another length?  I used the default 255 and it worked as you saw.  In studying other cases, the user created a model in ModelBuilder and it worked fine. One thing I saw with your project vs mine is your's is saved in your user profile folder system while mine is C:\Temp\<project_folder> - not sure if that's an issue... ... View more

Interesting.  Thank you for the feedback.  So I mimiced your workflow as described.  Created a point feature class with 2 attribute fields (TEXT) called NAME and NAME2.  Then initially edited the NAME field to have values of 1-1, 1-2, 1-3 and 1-4.  Saved the edits.  Then did a field calculation on the NAME field where my Python syntax is 'P' + !NAME! - hit the okay button.  My output is as expected, P1-1, P1-2, P1-3 and P1-4.  See image below.  I'm using ArcGIS Pro 3.5.4 and a file geodatabase. ... @AaronKoelker - since you're seeing this at 3.5.4 and presumably not 3.4.3, I have a few questions: 1. When you upgraded to 3.5, did you perform a clean uninstall and install of ArcGIS Pro first before installing 3.5.0 and then upgraded to 3.5.4?  Personally, I perform a clean uninstall and install going from say 3.4 to 3.5.  Then upgrade to the minor service packs. 2.  Have you performed a soft reset of ArcGIS Pro?  Sometimes this fixes general wonkiness. 3.  If you're on Windows 10, you can uinstall services packs back to 3.5.0 for example.  To do so, go to Control Panel->Uninstall a program->(top left) View installed updates->then click the ArcGIS Pro Patch 4 (3.5.4) and uninstall.  This will remove the service pack back to ArcGIS Pro 3.5.3.  You can also uninstall 3, 2, and 1 service packs fully to 3.5.0.  Then retest your workflow.  Does the issue still persist? 4. When you click the Pencil dropdown for the Draw Extent, you should be presented with 4 options - points, lines, polygons and multipatch.  When I click polygons, a blue box below the Input point features parameter opens and, like creating new features, provides numerous "construction tools" to create the draw extent polygon.  I click the polygon construction tool and then am able to draw an extent polygon.  See image below.  Do you see the same? ... Reading the rule - "the end of a line must touch any part of one other line or any part of itself within a feature class" - I "think" what may be happening is there may be coincident lines on or near the yellow symbol.  You could zoom in and do an interactive select to see if there is one or more selected features.  Not sure but just a guess. There is a Traverse tool in ArcGIS Pro that enables you to create a parcel using metes and bounds descriptions.  I have not worked with the Parcel Drafter widget personally so don't know if this fully meets your needs or nots.  There are some rumblings of building this in the ArcGIS Experience Builder, maybe, in the following articles: Parcel Drafter Widget?
