Ben - I wonder if it has to do with the point symbol "centroid" for lack of a better term. Since both point features have the same XY but a different symbol, then it kind of has me thinking it's the symbol style "placement centroid" that is wonky. If you change it the plus sign symbol for both, does it appear coincident? Please advise.

Okay, let's try this for testing purposes. Create a copy of the feature class and non-spatial table in the new geodatabase. Build the Join and export out to a new feature class in the new geodatabase. Same result or does it work as expected? Please advise.

Whenever I see strange issues like this in AGP, one solution that comes to mind is to rename the ESRI folder in your C:\Users\<user profile>\AppData\Roaming and C:\Users\<user profile>\AppData\Local directory to Esri_Old. This workflow resets all Esri applications back to factory settings. Somewhat of a dramatic measure but it does clear up strange AGP issues. Does the error persist?

Tiger - from my research on the internals, this is what I learned: <CLIP> Generally, the answer is that publishers can only overwrite services they own: https://enterprise.arcgis.com/en/server/latest/deploy/windows/administer-a-federated-server.htm "Publishers can only work with services that they have created in the portal. They cannot modify or delete other publishers' services" "Administrators have user and publisher privileges, and they have permissions to all services hosted by the federated server." To overwrite services owned by someone else, you would either need to be an Administrator, or use a custom role that has administrative content privileges. If you decide to go this route, keep in mind this section from the above documentation: "If a custom role is created with any administrative privileges, ArcGIS Server will grant members within that role full administrative access. This includes rights to publish any service type directly to ArcGIS Server and the ability to view and access all services. Consider the security risks before creating a custom role for any member that includes administrative privileges." <END CLIP>

The workaround is the following - Right-click the Upper Value column and choose to Reverse Order twice to reflect the changes in the Contents pane." One workflow that I can think that could work is: Run the Raster to Point geoprocessing tool first to create a point feature class with the VALUE you wish to extract from the raster to the point attribute table. Then run the Spatial Join geoprocessing tool with the CLOSEST match_option parameter. The target_features is your current point feature class and join_features is your output feature class from Step 1. Hope this helps!

This is a known bug - BUG-000115301 - "Assigning privileges to a role in ArcGIS Pro's Catalog fails, throwing the Error: "ORA-01926: cannot GRANT to a role WITH GRANT Option for Oracle Enterprise Geodatabases." It's in the Product Plan to be resolved - don't know when though. Until the BUG is fixed, the current workaround is to grant privileges on a feature class/feature dataset to a role using ArcMap.

It does seem that the multiple BG's in one field may be causing the error. Can you break the multiple BG items into singular items and retry the workflow? What is the size of your data?

Depending on your licensing, I believe this can be accomplished a few different ways: With Business Analyst, there's a GP tool called "Generate Desire Lines" that requires 2 point feature classes to do this workflow. You'd have to do a few steps to get the count number generated for the color schemes you listed. With ArcGIS Insights, there's Link Analysis workflows that would work I suspect. You can see a tutorial here. A third workflow is a series of tools using Near GP tool, followed by the Add XY Coordinates GP to create a line between the NEAR_X/NEAR_Y fields from the Near output table to the polygon centroid of the Block Groups polygon. Then to create the line between the POI to the BG, use the XY to Line tool using the 2 FC's XY coordinates. I'll have to think about the COUNT item. Hope this helps! Good luck!
