Dave - The Export Data option is made available when a Feature Service is published to ArcGIS Online as a Hosted Layer. If in AGOL your item is referencing an ArcGIS for Server REST Endpoint then a user will not be able to download directly that service's content. You mentioned the goal of allowing your users to download as a shapefile or gdb so I'll assume that they're using ArcGIS Desktop in some capacity. As a workaround you may consider a GP tool that Jake Skinner developed a which downloads an ArcGIS for Server REST Service as a Feature Class (Download ArcGIS Online Feature Service or ArcGIS Server Feature/Map Service )

Depending on your needs, look into open source icon libraries such as Font Awesome (the following is a conversion site since you'll need them in an image format: Convert Icon Fonts To PNG - fa2png.io ). You would need a web server to store them on.

I haven't spent much time caching/creating tile packages in Pro so I won't speak to that. However, from looking at the Help Documentation on Hosted Tile Layers just now, it seems that such Layers' cache levels are capped at 1:1,28 (someone correct me on this if I'm wrong). Such a limitation is different from ArcGIS for Server of course which is where my head was when I replied initially. Also, changing the tiling scheme from ArcGIS Online is likely to cause rendering issues between your tile layer and other ESRI content that were created in the ArcGIS Online tiling scheme.

From looking at the service authoring your web map, I'm seeing that your tile cache ends at Lvl 19 or 1:1,128. The Topographic basemap goes to 1:70 so the preset default shown in your second image reflects that your map service has no tiles to render below that zoom level. Try adding cache levels below 1:1,128 and see if that fixes the behavior.

Piterson, It's possible to consume Mapbox tiles via the JS API in two ways: either as a VectorTileLayer and or as a WebTileLayer. Generally speaking vector tiles perform better with newer hardware. As for supported layers, it's possible to add both map services and feature services while using a Mapbox basemap. Are you able to provide sample code if you're experiencing issues?

Dadi, I don't work with Meteor so I can't speak to using that framework but I noticed that you're not passing a feature layer URL in your featureLayer constructor. You'll need to point to a specific layer number.
