If you install ArcGIS Pro you will have a conda environment. In order to use Jupyter notebooks, you need ArcGIS Pro if you intend to use jupyter inside Pro. Jupyter notebooks and JupyterLab can be used external to Pro but you don't install anything else. If you are looking for the "arcgis" module, you can install it through the package manager in Pro into a clone (or via conda. Skip python 2.7, don't install any version of python if you plan to use Pro or arcmap, you are asking for no end of grief

Somewhat contrary to what it says below If you belong to an organization, then someone there is designated as the person to log issues. You will have to track them down. Your org can add you to the list of people eligible to log issues if you want. Frequently asked questions—ArcGIS Pro | Documentation How do I submit enhancement ideas or report bugs? Submit ideas for enhancements to ArcGIS Pro through ArcGIS Ideas. To report a software bug, contact Esri Technical Support and request a case. To report a problem with an ArcGIS Pro help topic, click the Feedback on this topic? link at the bottom of the topic's web page.

You will have to maintain a geometry file which just contains the individual boundaries if that is paramount. If you haven't done the dissolve yet, then you can get a statistical summary on an aggregated basis. Is the aggregation based on ownership? crop type? Any details would help

shared boundaries will be removed if dissolving or aggregation by an attribute. Perhaps you could explain why you want to make multipart shapes? If you have a need to simplify a data structure to minimize duplication of attributes, you can simply keep your attributes separate and use a join when you need to bring attributes back to the geometry

It may be what is needed to run and initialize pycharm. For instance, when using Spyder, an initializing script is created when it is installed and used (see below). Check your folder structure to see if there is some *.py script with pycharm's name in it. arcpy.Usage does work in Spyder and ArcGIS Pro's notebooks C:\Install_folder\bin\Python\envs\arcgispro-py3\pythonw.exe "C:\Install_folder\bin\Python\envs\arcgispro-py3\Scripts\spyder-script.py"

There are lots of resources out there. The approach will depend on the software you have and what you are willing to tackle. Generally a 3rd party package is recommended as indicated by Jayanta's post in this thread https://community.esri.com/thread/181628-how-to-do-flood-hazard-modeling-for-river-flash-floods-based-arc-gis-hec-modeling-platforms
