From the help If the parameter is left blank, the default product .xml file at <installation location>\ArcGIS\Pro\Resources\Maritime is used. For example, the ENC_product.xml file is used for an ENC product, while the Chart_product.xml file is used for a paper chart product. Do you have the aforementioned folder in your installation path? If not, it wasn't installed or installed properly. I would contact tech support so that they can verify your instalation

(-9007199254740991) and (9007199254740991) aka -2^53 -1 to 2^53 -1 and the warning that some applications don't support big integer data... perhaps a revisit may be in order if the data range possible isn't going to be used. But a report of the issue may evoke an explanation at least

Do you really need big integer fields? ArcGIS field data types—ArcGIS Pro | Documentation Add a new field of the appropriate type for your integer data's range and use the field calculator to copy the values over, then try creating the symbology layer. (perhaps start with short or long integer). If you really need big integer, then report it as a bug since there is no publically facing issue relating to this issue

and you are following this? Upgrade an environment—ArcGIS Pro | Documentation what packages are you trying to install or upgrade that aren't in the arcgispro-py3 environment? On a side note. I never "upgrade" since I have found it far cleaner and faster to remove all vestiges of Pro (registry, folders etc etc) and install the newer version from scratch. Then clone or create a separate conda environment after
