I have a python script querying a map service and doing something with the results. I have noticed that when a service does not get used a lot it "goes to sleep". To avoid that problem I have the script submit the query, wait 1 minute, submit it again, wait 1 minute, etc. a few times until actually proceeding with the results. Perhaps your map service behaves similarly. Also, you could check with the ArcGIS Server admins to see whether they have changed the default setting for the "Recycling" parameter. (but likely they haven't.)

You could just add your existing image to the map, georeference it as good as possible, create a lines feature class and heads-up digitize the whole thing. What problem are you trying to solve, do you just want to overlay the lines on a map?

Can you test whether this is the case on a local drive, too, (e.g. C-drive) or whether it is only an issue on a network drive? If the issue is limited to network drives your system admins might have introduced a bug by installing recent windows updates (I can send you more details if that seems to be the problem.)

I can connect to oracle 12c from arccatalog/arcmap 10.1 SP1 and 10.2.2 . The description of arcmap crashing is exactly what we faced after the patches were installed. If your DBA has installed these patches (and he probably has) he needs to grant SELECT_CATALOG_ROLE to the users. See the esri post linked to above. Please disregard if you already excluded this as a possible source of the issue.

ArcGIS Server Admins: Are you able to publish multiple map services to a multi-machine ArcGIS Server 10.x Site without causing substantial performance problems? If you include version and basic architecture info that would be great. I have tried a variety of versions/setups and seem to only get simultaneous publishing to work on single-machine sites. THANKS!

I experienced the same issue, but the cause was likely different (involving oracle 11g and SQL Server tables...can't remember the details right now). My workaround was to use ArcMap querylayers. I believe you create one via File--> Add-->Query layer. Perhaps that is a viable option for you?

Good point Paul, if both offline usage and related tables are necessary it's hard to beat ArcPad. Although I would add that from my experience it is not a stable and well developed product, despite it's age. I have had to (try to) work through too many bugs with it. But that's just my experience and I'm definitely not at all an expert ArcPad user. Two solutions that I have used as alternatives (but not in production environments, so I can't say whether the rubber has hit the road yet with these): 1. if you know javascript and your field crew has a decent network connection you can use the Geofrom template and modify it's "form-constructor-query" (lacking a better word here) and it's applyEdits statement to point to a related table in your feature service. Then get the primary field field value from the feature on the map - i.e. the lake that the user clicks on. 2. You can have a SQL-intersect-view on the back-end that intersects observation-event-points submitted by the field crew (using collector, for example) with a sample site polygon that you have in the map. That way you get your key ID and effectively build a "related table". The only requirement here is that your field crew is able to place the point within the sample site polygon (perhaps this could even be a point feature, that you only create a buffered dynamic sql-view from...not sure, maybe than then gets more complex and dynamic than it needs to be).

Interesting. When I click somewhere on the map my edit gets saved but the feature doesn't get de-selected (which is what I'd assume a save button would do aside from posting apply-edits). I will experiment a bit more.

You can remove the feature from the selection. Maybe the way to o this differs from theme to theme, but in the foldable theme's editing toolbar you can change the select tool to either create a new selection, add to a selection, or remove from a selection. Choose the latter option and you feature become deselected. A save button would be nice, I agree.
