When you select the values in Other you should see this action pad which lets you pick which grouping you want to place those values in or you can create a new group from that selection. If you have an example of what you are expecting with stacked labels that you can post that would be great to add to some of the development tickets we have.  Polygon labeling where the centroid label is dynamically placed like what you are seeing in print is on our road map hopefully in the next update to Online. Yup this is expected. When adding it as a MapServer url the rendered line is coming from the server in an exported image which can give you that dashed symbol. When you use the direct layer url like MapServer/2 it gets treated as a feature layer and the symbol can be the simplified renderer. You can use vector symbols from a web style to style the MapServer/2 case to look like the exportedImage scenario.   ... View more

This is with the deconfliction strategy bring dynamic and now in cases where 1 label class conflicts with another feature class you will no longer lose all labels on that feature.    2 workaround you can do that will set the deconfliction strategy to none. In Pro - Set the placement to a position that is not the Best Placement. - Under the conflict resolution make sure this option is checked on   You can also use ago-assistant and adjust the JSON and change the deconflictionstrategy from dynamic to this.
