Nope the restricted feature service capabilities will be restricted to 10.3 ArcGIS Server and hosted feature services coming from ArcGIS Online. It will also require 10.3 Collector to make use of these capabilities. The 10.2.7 release of Collector blocks the download of maps that do not meet the full editing functionality.

The next update for the app will be 10.3 on iOS and Android and that will be out early next year. This release will bring support for restricted editing capabilities like update attributes only. This update will also bring support for editing versioned data in a disconnected mode when the data is coming from a 10.3 server and we will also have support for relationships. Russ

Right now attachments posted to the service will come down when other users sync their data. We are looking into ways to improve this in a future release where attachments are only posted to the service and not pulled down on sync but right now there is no way to restrict this. Russ

While attachments are an example of related information they are much simpler to model and support. Notably they contain no attributes that can be edited nor can they have nested relationships. There currently is not a way to speed up the upload of features. We are looking into some enhancements we can make to how we manage attachments. I am not sure what you mean about editing/deleting the original feature class? If you enabled ownership based access controls on your feature service this is currently not supported in disconnected mode in 10.2.7 of Collector but it will be supported with the 10.3 release of Collector. If you are using an internal server you will have to use this with 10.3 ArcGIS Server feature service as well. Russ

That is a timeout error from the server. Do you have a strong network connection? If you are syncing over wifi can you try syncing just one of the devices while close to the router. Thanks Russ

I noticed you are using a 10.2.1 server. Right now the Collector supports creating offline data from 10.2.2 servers and up. I also tried to generate a replica from the REST endpoint of the service and noticed it was throwing an error when trying to create a replica from the service. I would recommend you enable the debug logs on your server to be able to see what the error is on the service and upgrade to 10.2.2. Russ

Hosted ArcGIS Online services should not be impacted by your cell or public wifi network. If your service is coming from your internal network GIS server and cannot be reached on any external network, then the behavior you are seeing is expected. You can use a vpn app like Junos Pulse to be able to reach your internal services and be on an external network. The only other reason why a hosted service in map may fail to load would be due to the owner of the service not sharing the service to the same group the map is being shared so when other staff members try to view that map the layer will fail to load because they do not have access to it.
