When you hit the sync button in Collector that will download any changes that do not exist in the database within the offline extent. So when data is pushed back up to AGOL other changes that exist on the service will be downloaded. You might want to do an additional sync on the devices once all the data has been uploaded to your service to make sure the app has the most up to date version of the data within the downloaded extent. ... The tags do not control the location tracking info. You need to go into the type keywords for your item. You can either go through the sharing page or you can use ArcGIS Online Assistant  to update the type keyword. In the AGOL Assistant you will point it towards your portal and sign in, then lick on I want to.. and choose View an Item's JSON. Then edit the location tracking layers JSON and go to the type keyword section and add Location Tracking to the list and save the JSON. Cheers Russ ... View more

You can publish that map notes layer from the item details after you do a Save Layer and you can export the map notes layer once published to a feature service or you can access that new feature service in desktop and create a local copy of it. I don't think the video attachment is working. Can you try this out in the web app builder and see if that can reproduce the issue. To check this out click Share on the web map > Make a Web Application > and Choose Web App Builder.
