Don, are you referencing a proxy in your application? The Javascript API requires that you use one to pass complex geometries in a request to a geometry operation. http://help.arcgis.com/en/webapi/javascript/arcgis/help/jshelp/ags_proxy.htm

in your code, when you pass your latitude and longitude values to set the extent of the map you are taking advantage of the utility method "geographicToWebMercator" to reproject the coordinates to web mercator values (to match the coordinate system of the map.) geometry objects can't reproject on the fly either, so if you want your graphics to draw in the right location they also have to be created with a coordinate system that matches the projection of your map or explicitly reprojected.

Because of some changes in Dojo 1.7, (used in our Javascript API version 3.x) it is now possible that code outside an initialization function which instantiate classes can fire before the supporting modules are available. You can still use global variables, but if you are instantiating classes immediately, try moving the code inside init (or similar) var queryTask;
function init() {
//build query
queryTask = new esri.tasks.QueryTask("http://sampleserver1.arcgisonline.com/ArcGIS/rest/services/Demographics/ESRI_Census_USA/MapServer/5");
//dojo.connect(queryTask, "onComplete", showResults); instead of
var queryTask;
queryTask = new esri.tasks.QueryTask("http://sampleserver1.arcgisonline.com/ArcGIS/rest/services/Demographics/ESRI_Census_USA/MapServer/5");
function init() {
//build query
dojo.connect(queryTask, "onComplete", showResults);

i'm not aware of any infoWindow specific changes at 3.1, but some other underlying changes were made at version 3.0 which might be affecting you. in some cases it is required to load additional modules to maintain functionality compared to an application built using 2.x. since our sample applications are updated each time a new version of the API is released, i've found it helpful to compare a live version which demonstrates some of the same functionality with something I've created previously and look for differences in which modules are loaded. see the link below for more information: http://help.arcgis.com/en/webapi/javascript/arcgis/help/jshelp/migration_30.htm

I was able to get code assist up and running in an HTML file in Visual Studio 2010 (Professional SP1) by copy/pasting one of our published samples and adding an identical script reference tag to the one you posted above. Something I noticed though is that, within the HTML file, the intellisense only appears within script blocks explicitly declared as javascript <script type="text/javascript">
//intellisense will appear here, but not outside the block...
</script> Does it make any difference if you use a full http path to reference the script instead of a relative path?

esriConfig.defaults.io.proxyUrl = "/arcgisserver/apis/javascript/proxy/proxy.ashx"; i think youre probably on the right track regarding the proxy. the line of code above is looking in a location relative to the web application on the same server, but I recognize it as the location of the proxy in use for our published applications. example: http://[servername.domain.com]/webapplication.html
[servername.domain.com]/arcgisserver/apis/javascript/proxy/proxy.ashx see the following article for more information about installing/configuring proxies and the situations in which they are required: http://help.arcgis.com/en/webapi/javascript/arcgis/help/jshelp/ags_proxy.htm

I was able to confirm Ben's findings that the error seems to be isolated to DynamicMapService layer swatches. The following defect has been logged for the request. Just to clarify, as of 4.10.2012, in downtown Manhattan, while 1:282 aerial photography is displayed, only the 1:564 scale level is available for the road basemap style in our Flex sample (and at http://bing.maps.com as well). This scale level is listed as 19 (the 20th scale level in a zero based array) on our site, while Microsoft documentation starts their count with 1 and lists scale level 19 as 1x1,128.

Hi Dan, While you have already ensured that the Citrix server does not use Special Folder Redirection to write files to the client machine itself, a Windows policy which allows content to be stored on another server in the same satellite office is going to cause the same performance issues in ArcMap. It would certainly be nice if you could change a setting in our application to modify the default location of the geodatabase, but centralized file management is one of the principal benefits of a Citrix system and this benefit is undermined when you store user profiles on a machine which utilizes a WAN connection to communicate with your Citrix server.
