For your output you'd probably want Pivot Table (Data Management)—ArcGIS Pro | Documentation or more likely Transpose Fields (Data Management)—ArcGIS Pro | Documentation after the Summary Statistics.

You don't really need to think about where the output is stored server-side unless you really want to update an SDE table. Publishing the GP tool wrangles the output paths so it can be a temp output added as a map result each time. Set your tool output type to a Feature Class, ensure direction is Output. Then run it in Pro with a local output. Publish it to Server and that copy the REST service endpoint to the GP tool input.

Manual editing to get the Polylines seems like the most foolproof way if this is only a small number of features. You mention the perpendicular lines being an issue. Why not delete those segments after splitting the lines? You could also buffer the State Polygons by a few metres, then Clip that new Buffer to the Yellow features, then run your Buffer (Flat end option). Finally Clip that Buffer to the original State Polygons.

The error is just printed from your Else statement so I wouldn't take it as wrote. If you can format your code with indentation that would help troubleshoot. Dan has linked the formatting guide above.

GDA94 is the Datum and Spheroid for Australia I believe (from google i admit, UK here). So your units are in decimal degrees - which is the issue. You'd need a planimetric coordinate system (MGA94 I believe).

Is AGOL licensing your ArcGIS Pro? That may be why. Possibly check the licensing tab. I'd check the Windows Credential Manager on your desktop and try removing any Pro-related credentials. There's going to be some config within the %appdata% of ArcGIS Pro with reference to that Portal connection. I'd give it a google for where exactly. Obviously beware of corruption and keep a copy of the original config file.

Yes, and it's not immediately obvious. You may also run into issues depending on the type of raster file. Assuming you have the correct Raster types: Select Single Symbol as the dropdown in the very first symbology tab. click on the symbol picture to take you to a menu with 2 headings - Gallery, Properties. Go to Properties tab at the top, then select 'allow symbol property connections' from the hamburger icon on the top right. Go to the layers tab just below 'properties' it's the 3 stacked sheets/layers icon. Select 'Picture Marker' from the dropdwon below that. In 'appearance' Style box, click the geodatabase icon and select your raster field. select appropriate point size for the icon. Apply/Save. Can you share your Coded Values and Descriptions? It may match your Description but not your Coded Value. Also look out for slight differences or trailing spaces.

I'm going to guess that the new rasters don't have caches generated at the viewing scales required, or Overviews are missing. Personally I wouldn't have Overviews where a cache is present as it seems redundant - but I may be corrected on this. I'd Generate Overviews on your MD as a first step - as the previous ones could be obscuring your new data.

It should update yes. I wonder if it's currently limited in display extent from the publishing extent of the initial smaller raster, but that would be strange. Are you getting any warning on publishing about data being uploaded to the server? is your Raster source folder/share a Registered Data Store in ArcGIS Server? Can you share more details of your environment and raster location? Other things I might consider are Overviews and Caching interfering with display.

I'd ensure that 'Output as Image' and 'Compress vector graphics' are unchecked. Adjust/increase the DPI settings also as Richard says. Unsure of the size of your layout, but a larger layout (page size) will generally require a larger DPI. 150 seems on the low side for something you would want to look nice.

I had another simpler idea which seems to achieve a partial objective. I think it can be tweaked into a full solution with some more testing/development: Simply set the url "https://services.arcgis.com/...../FeatureServer/0" as a Hidden question called url. and set it Relevant on the previous question being completed e.g. Calculation string-length(${previousQuestion})>0 You then have your next question Appearance autocomplete search(${url}) of course, you'd have to modify the search parameters with the filter from the question result also, but that's the basic concept above.
