I'd do the normal reports on blocking transactions etc. you would for a normal DB also. If people are consuming tables directly from the database, look out for stuff like missing spatial indexes on big datasets.

You don't really need to think about where the output is stored server-side unless you really want to update an SDE table. Publishing the GP tool wrangles the output paths so it can be a temp output added as a map result each time. Set your tool output type to a Feature Class, ensure direction is Output. Then run it in Pro with a local output. Publish it to Server and that copy the REST service endpoint to the GP tool input.

Manual editing to get the Polylines seems like the most foolproof way if this is only a small number of features. You mention the perpendicular lines being an issue. Why not delete those segments after splitting the lines? You could also buffer the State Polygons by a few metres, then Clip that new Buffer to the Yellow features, then run your Buffer (Flat end option). Finally Clip that Buffer to the original State Polygons.

GDA94 is the Datum and Spheroid for Australia I believe (from google i admit, UK here). So your units are in decimal degrees - which is the issue. You'd need a planimetric coordinate system (MGA94 I believe).

Is AGOL licensing your ArcGIS Pro? That may be why. Possibly check the licensing tab. I'd check the Windows Credential Manager on your desktop and try removing any Pro-related credentials. There's going to be some config within the %appdata% of ArcGIS Pro with reference to that Portal connection. I'd give it a google for where exactly. Obviously beware of corruption and keep a copy of the original config file.

Yes, and it's not immediately obvious. You may also run into issues depending on the type of raster file. Assuming you have the correct Raster types: Select Single Symbol as the dropdown in the very first symbology tab. click on the symbol picture to take you to a menu with 2 headings - Gallery, Properties. Go to Properties tab at the top, then select 'allow symbol property connections' from the hamburger icon on the top right. Go to the layers tab just below 'properties' it's the 3 stacked sheets/layers icon. Select 'Picture Marker' from the dropdwon below that. In 'appearance' Style box, click the geodatabase icon and select your raster field. select appropriate point size for the icon. Apply/Save.
