How are you with python? i.e. if I gave you some code samples could you string it together? also: these are points I guess? are they all in the same folder? what do you want the output names to look like and what are the current name formats? what coordinate system? you say import but do you want to go to shapefile, feature class etc? are the x, y field names all the same?

You're right, I believe this will not respect the order i.e. a field could contain any records depending on order or amount of delimited records. My go-to would be to script it, do you have any scripting experience?

They're not model parameters as far as I can see on the screenshot. https://pro.arcgis.com/en/pro-app/help/analysis/geoprocessing/modelbuilder/model-parameters.htm You want to publish a geoprocessing tool (task) onto ArcGIS Server with hardcoded parameters? I guess that's possible, and I'm sure there are some use-cases for it, but I don't understand this workflow's purpose. If you want the tool to publish successfully you would also have to ensure the folder/parent directory is registered in the ArcGIS Server data store (do this in ArcGIS Server manager). I'm guessing that you actually want to have the user specify an input table - so add the input as a parameter, and also the output. Then run the tool, ensuring that it is saved in a location registered to the data store, and that the data store has access to the input table/xls. On publishing, Arc will wrangle the input and output for use as a GP tool/task.

I don't know if it's a bit simplistic, but something like getting the centrelines of the polygons: https://support.esri.com/en/technical-article/000022240 then buffering the result by a specific width, then removing any original features which are contained by the buffer.

I tested this in a simple model, but without the value field from the iterator going into the buffer tool. I specified the width field as input within the Buffer tool and got the results as expected.

If the relative positions of the vertices are exactly the same: ensure both are shapefiles or feature classes iterate through the geometries of the big shapefile's polylines (@SHAPE token) with an arcpy.da.searchCursor do some maths on the vertices within the geometry - something like divide all the y values by the smallest y value present, and same for x values. This will allow you to compare relative geometries even though the initial coordinates are different (I guess). append these values, and the ObjectID (@OID token) as a list of lists (or similar). run the same geometry search cursor operations on the arbitrary coordinate CAD feature, then when you have the relative geometries, compare these to the list you created prior, and grab matching OIDs.
