If the first time you tried it you used a zipped shapefile, try using just a feature service with your organizational account.

If you have an ArcGIS online organizational account you are able to use bing maps (by adding a bing key to your account) As a free account you are no longer able to use bing maps, unless you had a bing map as your base map before they made this changes.

If you have to repair them yourself I would suggest creating a topology and use the "Must not have dangle" rule http://help.arcgis.com/en/arcgisdesktop/10.0/help/index.html#//001t000000sp000000.htm to make finding your gaps easier. Hope this helps!

You need to ask your IT folks if this is a ArcGIS Webserver or just a local server. http://localhost:6080/arcgis/rest/services/CDCProject/Agua_Project/MapServer/82 I think the bold part is the issue. But since you have an organizational account you can just host those feature services yourself and then add them to your map. With this ESRI is your "webserver" and everyone can see the layers you have hosted through your organizational account. Actually looking at the data in your map, I think the problem is within the way the layers are hosted. I think people outside of your agency don't have permission to view those layers.
