You need to ask your IT folks if this is a ArcGIS Webserver or just a local server. http://localhost:6080/arcgis/rest/services/CDCProject/Agua_Project/MapServer/82 I think the bold part is the issue. But since you have an organizational account you can just host those feature services yourself and then add them to your map. With this ESRI is your "webserver" and everyone can see the layers you have hosted through your organizational account.
