So, any chance the client is ArcGIS for Desktop 10.4 or 10.4.1? Or is it also a 10.3 or 10.3.1 instance, matching the license server?

Suspect it is a poisoned local FNP Trusted Storage cache on the client. Check if navigating to the C:\ProgramData\FLEXnet and deleting: ARCGIS_xxxxxxxx_tsf.data ARCGIS_xxxxxxxx_tsf.data_backup.001 Then verify in Windows registry HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Environment that ARCGIS_LICENSE_FILE or LM_LICENSE_FILE **if present** are pointed to valid license servers. Otherwise check the registry for Esri ArcGIS values in HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\ESRI\License10.3 that LICENSE_SERVER value is pointing to a valid license server. Then use ArcGIS Administrator -> Desktop -> Availability to see if licenses are available from the server. If so, close Administrator and launch ArcCatalog. If that is good, open an ArcMap session. Under the 2013 guidance we should obtain a non-profit or commercial seat of ArcGIS (not a part of our Site license) for "Sponsored" research activities that require "deliverables" as a part of the grant funding terms or contract--i.e. a "contract deliverable". And of course little question regards professional consulting use requiring appropriate license. The fuzzy area is the cross over between "Personal" academic research and "Sponsored" grant funded research by faculty and students in an academic setting. That is our problem area. Practically, I've had to advise individual researchers and research offices to procure their own seats of ArcGIS for their consulting, and their own AGOL instance and credits. That, coupled with some of the Administrative use restrictions forces us (primary contacts and License coordinators) to play referee about who can use what. I am hoping for more clarity and some adjustment in the fuzzy area under the new Education Licensing Program. David, Angie Thanks for a great hosted presentation today (2016-07-21), couldn't attend but the recorded session was well captured. As I listened to the details of the new Education licensing program the expanded availability of Portal is very welcome news, key to making that appealing is going to be SSO (for us either AD or Shibboleth), I've been avoiding it as with 28,000 enrolled students, faculty and staff but only 2000 named users and 1000 ArcGIS Pro seats--moving users into and out of our single AGOL portal was daunting. Hearing the reaffirmed commitment to "functionally unlimited" use of the entire Esri product line is heartening. So as a practical matter adding additional AGOL portal instances "functionally unlimited", i.e. each Department, Lab or research group can roll their own is going to move this along nicely. That coupled with adding "functionally unlimited" ArcGIS Server Portals beyond the current 50 seat demonstration allowance should allow folks to start to make more use of ArcGIS Maps for Office--and ArcGIS Pro (if we can get faculty and staff trained up in its use). Their research "data" may reside on ArcGIS Server Portal instances, or pull from AGOL or from premium services BAO, CAO, Comunity Planning--so the "functionally unlimited" credit allocation may well be put to the test. This is sooo cool! But here is a rub I hope you can clarify early. We are still operating under your missive from September 2013: Rubric for determining permitted uses under Educational Site License Program. I don't think there is any question about our Teaching/Instruction and Personal Research. But the lines blur as we move into areas of Sponsored Research, Contracted Research and even formal consulting service provided by faculty. The litmus test now has essentially been -- "is there a contracted deliverable?", if so it is not permitted research under the current Educational Site Licese/Lab License--and the sponsor or grant source, or individual faculty must procure non-profit or commercial license to perform that research. Unfortunately not much point -- Esri is not going to put any effort into reengineering the legacy GDI support used in 32-bit ArcGIS for Desktop. Doing so, and recertifying on all platforms, would require too much development effort and expose Esri to a considerable expense on the support side. Much more reasonable to reject the shortfall as they have done. They expect users to restrict their ArcGIS for Desktop work as in Esri Technical Article 12643 (replacement for KB42242 and KB45655) and otherwise use ArcGIS Pro for any GIS requiring HiDPI support. Folks should not have too much heart burn over it, Esri's ongoing development is for SAAS services including ArcGIS Pro, which has been built from scratch as a modern 64-bit alternative to legacy ArcGIS for Desktop. While ArcGIS for Desktop, although not quite EOL, is simply not being aggressively enhanced. HiDPI support from this 32-bit "cash cow" is simply not reasonable from Esri's perspective. From the FNP-11130-LAG01 License Administration Guide (pg 222) Error Codes table -15 Cannot connect to license server system. The server (lmadmin or lmgrd) has not been started yet, or the wrong port@host or license file is being used, or the TCP/IP port or host name in the license file has been changed. Windows XP SP2 platforms have a limit on the number of TCP/IP connection attempts per second that can be made, which your application may have exceeded. Refer to the manufacturer’s documentation on how to change this limit. Personally I'd suspect a DNS issue in resolving the @PEGIS01 Host name. Easily checked by running an nslookup and a ping from command window against the Hostname. Are IPv6 addresses being returned where IPv4 are expected?

Martin, If you (or your sponsoring organization) are current with your Esri licensing you should have access to the my.esri.com portal. There in the My Organization -> Downloads tab you will find the ArcGIS for Desktop installers for 10.1, 10.2, 10.2.1, 10.3, 10.3.1, 10.4 and 10.4.1 Grab the full ISO, or the self-extracting ArcMap .exe for the 10.3.1 build. If you personally do not have access to the portal, contact an Esri customer service rep and they should be able to assist you further. Stuart

Michael, Meaning the firewall was turned off on the license server, you're not referring to firewall on the client? Otherwise any weirdness with your network traffic, native IPv6 or hybrid IPv4/IPv6 switches, what do nslookup and tracert reveal about the DNS lookup and routing from client to license server? And from license server to client? Any latency or odd routing? Stuart

@Jason, * The clients may be receiving an IPv6 host name resolution. At the client, does an nslookup of the host name return the IPv4 or IPv6 address? If IPv6 rather than IPv4 (or vice versa if you are natively IPv6 on you switches) you'll have to tweak the client Tcpip6 service parameters setting a DisabledComponents DWORD value. Michael, The "log" generated has never been especially verbose. But steps of KB44620 remain functional for the 10.4 release. What folks often miss is that the account running ArcMap.exe /Log must be able to write into the install directory where the executable resides and the log will be generated. For more "complete" log details, you'll need to run sysinternals Process Monitor and filter. Stuart
