Few things I wanted to bring to the table for your consideration starting with two of our blogs on this: Distributed Collaboration with Shared Editing Five ways to use distributed collaboration to share your data with others You can set up access for multiple ArcGIS Online orgs by using groups (partnered collabs are a bit overkill unless you have good reason to do so). You would set up a collaboration between one main AGOL org and Portal, then add on other AGOL orgs to a group that also contains that item. The one tricky thing I would suggest you investigate is whether or not editing the data is part of the workflow. @rachelm My apologies, I misunderstood the content of the blog. After extensive digging, it seems that executeNotebook api call doesn't yet exist in the ArcGIS Online version of Notebooks. There is a scheduling option available: https://developers.arcgis.com/rest/users-groups-and-items/create-new-scheduled-task.htm but nothing that takes a webhook at this time.
