Jennie - the license level doesn't have anything to do with creating projects from templates.  Just to check for a bug, I added an SDE database (but SQL not Oracle) to a blank project, saved it as a project template, and was able to create a project from that template using a Pro Advanced license.   So there could be something specific to Oracle.  If you're still experiencing the behavior, please open a case with technical support to troubleshoot further.   Thank you! ... Yes, it's on the list as pointed out in the original description (the idea is marked as In Product Plan). graeme‌ it sounds like you are specifically looking for this in an ArcGIS Pro Map View, correct?  Rather than a layout.  As xander_bakker‌ points out, it can be done in a layout - the piece that needs to be added to that workflow in ArcGIS Pro is to use an existing shape in the layout.   And then there is the request to have this in the map view itself.  Can you clarify which is relevant to your work? Dan is right.  The popups can be pinned to keep them in their location.  However, I'm curious about your use case of frequently opening and closing the popup.  The current identify workflow in ArcGIS Pro is to use the Attributes pane along with selections to identify.  See The Quest for the Missing Identify Tool | ArcGIS Blog  Also, you might be interested in https://community.esri.com/ideas/10859‌ - that thread provides more screenshots about using the Attributes pane. ... Matthias, can you describe the use cases where it would be convenient for you to have this?  Are you able to activate the map frame from the layout and work like that?  Because ArcMap had one map (potentially many data frames) and one layout, and an ArcGIS Pro project can contain many maps and many layouts, we can't draw a strict comparison.  But it would be good to understand in detail your work and how this functionality would look for you. Please read through Working directly with the archive class—ArcGIS Help | ArcGIS Desktop to see if that addresses the need.  What is being requested is data management that is implemented at the database level, rather than the client/viewer (in this case ArcMap or ArcGIS Pro).
