When you create data in Pro and then publish it to ArcGIS Online, the metadata should just go with it. Otherwise, there are a couple options following your current workflow depending on the type of item you are working with and if it is available in ArcGIS Pro. - Access the portal item in ArcGIS Pro, and edit its metadata directly with the Pro metadata editor: https://pro.arcgis.com/en/pro-app/latest/help/metadata/view-and-edit-metadata.htm - Access the portal item directly in ArcGIS Pro, and copy metadata from your local item to the portal item... look for the heading "Copy metadata from a local item to a portal item": https://pro.arcgis.com/en/pro-app/latest/help/metadata/copy-or-import-metadata-to-an-item.htm#ESRI_SECTION1_CBEEC645902D40788F69C54C4DC8A471 - Save a copy of the item's metadata in Pro in the ArcGIS Metadata format (don't export it to a standard metadata format): https://pro.arcgis.com/en/pro-app/latest/help/metadata/save-a-copy-of-an-item-s-metadata.htm#ESRI_SECTION1_6C818AD079E645BAB9414E1D49C67F4A, and then upload the ArcGIS metadata XML document to the portal item via the ArcGIS Online metadata editor as you are doing now

The thumbnails generated in that folder are created to support searching, when search results would include maps or layouts or other items stored in a project, so you can better evaluate the results that are returned. For example, in a project with a large number of maps, to determine which map is the one you want. They have absolutely no impact on the performance of opening the project. They are generated by the indexing process on a background thread if the computer isn't busy or using a scheduled task that may run when Pro is not open at all.

The mp utility is an independent, command line utility for validating and processing metadata that is formatted according to the FGDC CSDGM metadata standard. You can learn about it and download the latest version here: A compiler for formal metadata. You can easily incorporate it into your Python scripts if your goal is to create CSDGM-compliant metadata, and an example is shown here: Migrating metadata scripts from ArcMap to ArcGIS Pro—ArcGIS Pro | Documentation. But, I just realized that example is missing a key piece. The XML that is used as input to the mp utility must first be produced by exporting your item's metadata to a CSDGM-format XML file first. There is an example shown on that same page here Migrating metadata scripts from ArcMap to ArcGIS Pro—ArcGIS Pro | Documentation, with full documentation for the exportMetadata function provided in the documentation for the Metadata module. Set the metadata_export_option parameter to FGDC_CSDGM.

The Python examples provided in the metadata module's documentation are just examples, provided independently of any other module. The alias a person uses in their own script should be suitable for their work given whatever toolboxes and modules they are using. If someone is writing scripts for processing and managing multidimensional data, I would imagine any part of that script dealing with the data's metadata might be a small contribution and unworthy of even assigning an alias to the module. Certainly, the people I know who write Python scripts for managing metadata are not processing and managing multidimensional data at the same time. In the metadata world, the mp (metadata parser) utility provided by the USGS that has been in use for ~25 years is so ubiquitous it would have been an obvious choice as an alias, but that obviously has a conflict with the word mapping and arcpy.mp. I think if it was easier to find out what a toolbox's arcpy alias is, this question wouldn't even exist. That is something to work towards.

It definitely was great catching up with you, Curtis Price! We did try to keep the Metadata SIG on our end, but there were only a limited number of SIGs allowed as we tried out the new platform. We had others asking after it in the Open Platform chat, so I know it was missed by others as well. If we can set up an online metadata meeting, I'll post about it here. We still have work to do to provide access to a map layer's metadata in the .NET SDK. It hasn't been completed yet in 2.4.x or 2.5. The issue is in our current product plan for a future release. However, what will be coming in 2.5 is the ability to script metadata workflows via a new arcpy.metadata module, and with that module you will be able to access full metadata for a layer in a map. - Aleta

How did you create the shapefile's metadata? Do you mean the metadata you have shows up under the "FGDC Metadata (read-only)" heading in the ArcMap/ArcCatalog metadata display, and the Upgrade button is available in the Description tab? That content is not visible in ArcGIS Pro at all. The ArcGIS platform, including ArcMap/ArcCatalog, ArcGIS Pro and ArcGIS Online, requires metadata content to be stored with the data in the ArcGIS metadata format. That means you will have to "Upgrade" the CSDGM XML format metadata content that you have to the ArcGIS metadata XML format in either ArcMap/ArcCatalog or ArcGIS Pro before you can publish it with your data to ArcGIS Online. The same is true regardless of which application you use to publish your data.

I only ask about the Pro version because there are changes in Pro 2.1 specifically relating to new capabilities for authoring metadata at the map layer level, and also how/when metadata is accessed for map layers when data is added to a Pro map. This is described in the What's New, and in the Help for viewing metadata under the heading "View content on the Properties dialog box". It shouldn't make a difference what version you published with, but knowing which version of Pro you used I know not to ask questions that would be specific to a layer's properties in 2.1. I haven't been able to reproduce the problem you describe, but I can investigate further publishing and accessing metadata using those versions of Pro.

The metadata for the feature layer... was this created in Pro before the feature layer was published, or on the item in AGOL after feature layer was published? EDIT: please confirm which version of Pro the feature layer was published with.

Take a look at the entries in the map's TOC in Pro. The entries you get are not always the same depending on how the feature layer was published and how it is added to the map. Sometimes the entry in the TOC is a group layer. Try expanding the group layer in the TOC and see if the metadata is available on the sublayer.

Try searching the active portal with the Default filter again when you get a chance to upgrade to Pro 2.1. I was able to see the same behavior you describe with Pro 2.0.1, but not with the final version of Pro 2.1. For local items, you can only search items that have been added to the project. So, if you were browsing the contents of a folder connection you can search, but not when you are browsing network resources that are outside the scope of the project. Just to be clear, it is possible to get the basic metadata content associated with the "Item Description" from any item in the Pro SDK using the Item class' properties. Abstract is available from the Description property. Purpose is available via the Snippet property. Use limitations are available via the AccessConstraints property. Tags, Title, and Thumbnail are also available from the obviously named properties on that class. The content returned by these properties is derived from the item's metadata. The work that is coming is would support accessing the full metadata content by adding this capability to the Item class. This work is still in the roadmap for 2017, planned for release 2.1. - Aleta

I just saw this question. In the Options dialog box, you want to use the Application > General tab and set the Default folder option. If you click the "Learn more about..." link at the bottom of the tab, you can get more information about setting a custom default location for new projects.
