James,  Microsoft SQL Server is free but people here discussing direct reading MS Access data from ArcGIS Pro software (Basic, Standard and Advanced), not Enterprise Solution; not about SDE and not about ArcGIS Server. As far as I know from ArcGIS Pro it is not possible to even connect to SQL Server Express, as it was (I haven't tested in ArcGIS Dektop 10.8) possible from ArcMap/ArcCatalog (Personal SDE).
