Within the realm of the NG 911 systems the short answer is Yes, but due to other issues making that data freely available will not happen in my opinion due to legal issues - and I am sure there are other issues and legal constraints for release / disclosure of that information.

What puzzles me is if the destination is the network drive on the server and the software is running on my workstation how would excluding those files listed on the server have any effect? Testing proved it is the server side McAfee causing the issue

If I was running a script yes - in my case it is manually making a FGDB and then renaming it - I create FGDB all the time on the fly as work spaces and when I am tinkering with data I will move data into the FGDB and then go to rename it because oft times I get in a hurry and don't rename the FGDB when I create it hence I get several "New File Geodatabase.gdb" files created - then think oh rename so I can keep track of what scratch workspace has what data. As I said before unloading McAfee from the server and testing totally got rid of the issue - we are going to try a few more exclusions tomorrow and do some testing with those.

Rebecca - I know it is McAfee - we uninstalled it from the server and retested - no issues at all We did determine the locking time varies from 1.5 to 9 minutes We also tried exclusions / whitelists to no avail

The whole issue revolves around the FGDB being locked by in this case McAfee - it takes anywhere from 1.5 to 9 minutes for the lock to release and enable renaming - using a 3rd party application to unlock the FGDB is not a real solution - the real solution is finding out why or what is causing in my case the McAfee to lock the FGDB like it does. From the IT stand point 3rd party toolsets like Unlocker can create more problems than they solve. Everything worked fine until about 3 weeks ago when the locking/ renaming issue showed up.

Tried works but not all the time - create many different FGDB's in many locations as scratch and work files daily - pulling the FGDB across to my local work station solves the problem but means I have to move work files around quiet a bit during the day

Jayanta: No conditions exist that you mentioned in your link Rebecca: Yes, the issue has come up in the last 3 weeks – have determined updates to the McAfee seem to be the culprit. Timing is an issue – network latency / lag If you hit the error and crash close Arc Catalog, then use Windows File Explorer to disconnect the network share you will get a message that you still have open files. Not running a script just using the normal rename command - yes have ran into all of the conditions you mentioned - network latency. Working with our network security determined it was / is McAfee – have went to the extreme of uninstalling the McAfee off the server – the problem goes away totally. Have determined it is related to the THREAT PROTECTION module in McAfee: Disabled Accesses Protection, Exploit Prevention, and On-Access Scan Have pretty much pinned it down to the Access Protection / On-Access Scan sub modules. Have tried exclusions with some positive results but not consistent. Avinash: Advanced user - no; no one else is locking the FGDB. 9/19/2016 Opened a ticket with ESRI tech support 9/13/2016 Esri Case #01827362 - Issues Renaming File GDB Customer Number Their recommendation was to: Have you whitelisted all of the Esri/ArcGIS directories? I would recommend: C:\Program Files (x86)\ArcGIS C:\Program Files (x86)\ArcGIS\Desktop10.x\bin C:\Users\**UserAcct**\AppData\Roaming\ESRI C:\Users\**UserAcct**\AppData\Local\ESRI White listing the ENTIRE ArcGIS directories does not work either Posted in the forums to see if anyone else has experienced the issue and possibly found a work around or resolution - will be contacting McAfee also

Has anyone else experienced problems with creating a file geodatabase clicking off of the FGDB and then trying to rename it and receive an error stating: "Rename Failed - Failed to rename selected object(s) - General function failure" Experiencing the issue and have tracked it down to the McAfee anti virus that is installed on the server. If you wait a few minutes you can rename the FGDB - but sometimes it will still throw the error.

John, So if I am tracking what you are saying is when a connection issue comes up even though the installation routine for the Arc Server platform opens some ports up - you are saying to specifically open a designated port for MSSQL to communicate over correct?

John - why would anyone want to do that ????? John does bring up a good point though - we oft times setup DB's and stuff and forget to check port numbers and ensure that the needed ports are open on the firewalls with what ever firewall tool set we are using. I have all the ESRI ports documented that things play with but forget that SQL uses quite a few ports. I know what is going into my system documentation today...

Paul, Here is a link to the Microsoft eBook site with some free books that are helpful - also they have where you can purchase eBooks that any PDF reader will open. https://mva.microsoft.com/ebooks Pretty much on a server system where you are using an elevated permissions user id and password construct it so that it is at least 16 characters long. Even when you are logged in with elevated you can access various programs as another user by holding the SHIFT key down and RIGHT CLICKING on the program and select another user or administrator level so you do not have to log in and out of a system all the time - this works also if you log in at a lower permission level you can access programs at an elevated level.

Neil - good point on the WGS84 I should have been specific and not used a general catch all for terminology and confuse folks. We use the Web Mercator in the data frames for any data that is used in online mapping applications and transform the data to Web Mercator into a DB set up to serve our online applications to prevent the slow down of transforming the data on the fly for the online apps or real time edits resulting in errors from an on the fly transformation.
