This has been implemented. If you do not see line numbers, Right click on a blank space in the editor and enable them. The Arcade element in the popup not using the Arcade editor is a separate issue we have an internally logged bug for. That UX lacks all Arcade features. I will expose a bug for tracking purposes shortly and update this post. We've logged an issue for this as BUG-000165664.

Do you know if it works best if I set the white class to a value of zero first, then set this class as the critical value? Generally classify first, set the critical break, and then apply symbology.

In ArcGIS Pro we made the decision to bring display capabilities of Representations into the core symbology model. The two main exceptions being shape overrides and marker overrides. We're collecting feedback on the need to shape overrides in this ArcGIS Pro Idea, so please add you feedback to this item if possible. That said, I believe your case can be achieved without a shape override. Using control points and a suppress effect you can suppress segments between the control points. Control points do require a small geometry update (see this topic for how to achieve this in the Pro UI). At the API level this involves marking the ID (MapPoint.ID) of a vertex to 1.

Note that ArcGIS Pro supports colors from color models other than RGB, so it's not possible to represent all colors in HEX (an RGB scheme) without potential loss (e.g. out of gamut colors).
