That layer is a tiled raster layer so that is why you can't add it as a FeatureLayer. Andrea, if you rotated the map then the extent might not be what you think it is. As mentioned by Steve, you should not use the extent as it will not provide the correct intersection results since the geometry and the extent are different. Maybe something like the code below might help. Also, its hard to tell exactly what might be going on, so something that will help is if you have a CodePen or similar so we can experience the issue and help you out. const searchGeometry = event.graphic.geometry;

As Matt suggested, I too would recommend the use of CIMSymbols and the symbol builder app which is a great way to help us get started. I used the symbol builder to mock up the symbol json for the line layer and then I updated one of the samples to create this CodePen, which I then further tweaked to connect the label text to a feature attribute via the primitive overrides and Arcade. Hopefully these links will help in your task.

If the stretch raster function is not going to be used conjunction with other raster functions to provide additional context to the processing of the pixels, then you might instead just use a stretch renderer if all you need is visualization.
