Yes, you will have to upgrade one of your ArcGIS for Server licenses to Advanced. Then we will also need to purchase the named licenses for the portal? Your organization may qualify for some "free" Named Users based on the ArcGIS for Desktop entitlements announced at UC. FYI, in the March 2013 update, public account sharing workflows changed: "New sharing workflows for public accounts Public accounts, previously known as personal accounts, can no longer create private groups, join private or organizational groups, or share items to groups unless the items are shared with everybody (public). ArcGIS Online is a map-centric content management system that provides a framework for sharing and collaboration of GIS content. ArcGIS for Server enables you to publish your GIS resources as web services. There is some overlapping functionality - but they should not be thought of as directly comparable products.
