Are you sure the service is Hosted and not referenced (aka pulling from the SDE database)? Check the SDE locks to see if your ArcGIS Server account has a lock, or possibly someone else. I would stop the service from Server Manager then remove any other locks in the SDE. Then try to create your Attribute Rules

Yes you can capture photos in offline mode. Make sure your layers and map are offline ready. This doc has a good walkthrough: https://www.esri.com/content/dam/esrisites/en-us/media/pdf/implementation-guides/take-your-web-maps-offline-field-maps.pdf

Yes - bumping up to 16 GB should improve your performance. I believe 16 GB RAM is recommended along with a GPU. This blog mentions it's required. ArcGIS Pro leveraging NVIDIA vGPU (esri.com)

I dont think esri is making changes to the UI/UX of ArcGIS Desktop products anymore. Their focus is on ArcGIS Pro where you can use Dark Mode.

Thanks! So I can sign into the Portal via ArcMap but my only options when I go to File > Share as > Service are to publish hosted services. The data is coming from SDE so we'd like to published referenced services instead. Can this be done?

We are running a federated 1081 environment with Azure Active Directory as our Identity Store. Is it possible to connect to the GIS Server through ArcGIS Desktop to publish services? In Portal/ArcGIS Pro we sign in using Enterprise Login but I do not see this option in Desktop. As I workaround, I'm guessing we could create Portal built-in accounts and connect to the GIS Server that way - but it's not preferred. Thanks

Maybe database lock issues or arcgis being finicky. Usually a reboot of ArcMap/Pro fixes the issue. I would recommend using GP tools to do the copy. Either Copy, Feature Class to Feature Class, or Feature Class to Geodatabase should all work.

Running a federated 1071 deployment. When users upload data to the portal, say a file geodatabase, it creates a 'hosted' service. The GIS Server is set as the hosting server in Portal, so it creates a 'Hosted' folder in Server Manager with that service. Trying to understand a couple things: a. If someone uploads a file geodatabase to the portal, is the data stored on the Data Store machine, and then a service is created on the GIS Server? b. Can we/Should we designate the Data Store as the hosting server? c. How can I create a list of all services under the 'Hosted' folder in Server Manager so we can do some cleanup? Thanks

Sorry - should have included this. The services are published from a registered data source, usually an enterprise geodatabase. There may be a few that are copied over and a few hosted, but those are not really high importance to migrate for us at this time.

We are currently running ArcGIS Enterprise 1071 with about 100 services. We have deployed Enterprise 1081 and I am looking for a way to migrate services to the new GIS Server without going through each MXD/APRX and republishing to 1081. Can this be done?

Look into geodatabase attachments. If you add your points and photos into a file geodatabase, then enable attachments, you should see the image in the popup. An overview of the Attachments toolset—ArcGIS Pro | Documentation Add Attachments (Data Management)—ArcGIS Pro | Documentation Edit: Probably an easier way to do this, if your Photos are geotagged, is to use the Geotagged Photos to Points tool. This will handle creating the geodatabase attachments and points in a geodatabase. GeoTagged Photos To Points (Data Management)—ArcGIS Pro | Documentation
