Yes, this is the way it works currently.  There is some development work going on to store attachments outside the online database. The only way I can think of is to prove a URL in a column of your layer that points to a table. However the tabular data would not appear in the popup, but just a link to the table, which would appear in a separate browser tab (e.g., if you loaded the table in google docs). We are working on the ability to display related tables. This will be released in July with our next update. You will need to add the layer and table to ArcMap, set up a relationship between the two, then publish it to ArcGIS Online or your own ArcGIS Server.  If you have a one to one relationship, the related data can show up in the popup. If you have one to many relationship, then the related records will appear in a table, as the popup doesn't display multiple records. Thanks, Mike ... View more

You can add CSV files to My Content, but unless they have some geographic reference, you can't display them on a map. I also believe if your map in arcgis desktop has a table in it, and you publish it as a service, the table will come across as part of the service as well (I've not tried this though). Are you importing directly into the map or adding to My Content (with a organizational account)? If you're importing directly into the map:  When using latitude and longitude, the first 1,000 rows of features are displayed on the map.  When using addresses, the first 250 rows of features are displayed. (the 250 limit is for public accounts {free}, but you may get up to 1000 if you have an org account, I'm not sure). While you can break it up into smaller files, adding over 1000 features across several layers will slow down browser performance. Thanks, Mike ... View more

When you add a layer, for some layer types, you can specify that you want it to display as the basemap. The basemap defines the coordinate system for the map. As far as distance measurement goes, AGOL calculates the true distance and doesn't use the basemap as the reference. Web Mercator is not an equidistant coordinate system and would not return accurate results. Thanks, Mike ... View more

If you're dealing with recent geographic coordinate systems: generally anything dated post 1983, then differences should be less than a meter or so. When you mix older datums like NAD27, OSGB 1936, DHDN, etc, then larger offsets occur. Web mercator Auxiliary Sphere 3857 (which our basemaps use)  is on WGS84. thanks, Mike ... View more
