if you want to associate your own attribute information with the states, a map service wouldn't work for you because you can't join your attributes to it. For three of our basemaps, you can report feedback directly on some maps we have that allow you to add notes to them. Street map feedback map Topographic feedback map Imagery feedback map If it's not about the above basemaps, just post it here and it will get to the right people. Note that updates to data can take some time to get incorporated into the basemaps. In some cases, the data needs to get back to a data provider and they need to make the change. There may be a problem with your zipped shapefile. Have you included all the necessary files in the zipped file? Shapefiles have many auxiliary files. Also, to import a CSV, you need to have the x,y locations of the points in the file as well. We look for field names like lat, long, x, y... The next version of arcgis desktop (10.1) will have improved support for reading web maps. Any data stored in the map (like shapefiles and csvs) will become feature layers that later can be exported. I will point out, however, that community editing is only really supported for data that you've created a service from. Either you have ArcGIS Server and you publish a feature service yourself, or you have purchased a subscription to ArcGIS Online (coming next year) that will allow you to create a hosted service from your data. Data uploaded and stored in the web map can only be edited by the map owner. There is really no way for another person to make an edit and save it back to your map because they don't have write access to it. Now, they can make and edit and save it as their own map... This is a problem you'll see with Internet Explorer when your web map starts to get big, like when you have added a lot of layers to the map (e.g., shapefiles). Layers that are stored in the map rely on the browser to draw them. IE doesn't have the same capabilities as Firefox and Chrome, so you'll start to see these errors. If you can, I'd suggest switching browsers. If you can't switch browsers, you might try installing Chrome Frame, which effectively runs Google Chrome inside IE. Thanks, Mike ... View more

I'm not really familiar with the particular application I pointed you to. I just found it by doing a search. However, if you scroll down on the item details page, you'll see that you can download the code to run the sample. Alternatively, you could make your own web map in arcgis.com using one of the out of the box templates called "chrome twitter". Here's the app pointing at a different web map. Well, here are a few ideas off the top of my head. You may have thought of these already. ArcGIS Online provides a way for disparate agencies to come together and share maps and services through groups. Web maps can be created and easily distributed to the public. Web maps can be embedded in other web pages, so people viewing it don't have to know anything about ArcGIS Online. For example, a web map could provide information about the event as well as relief efforts.
