Recently, we introduced ArcGIS Online subscriptions, which is fee based and provides additional features, such at the ability to create services in ArcGIS Online of your data. 2. Are you trying to add buffer functionality to the web map? The only layers you can add to a web map are: ArcGIS Server services, shapefiles, CSV files, KML, WMS, GPX. You can't add functions to a web map. Thanks, Mike ... View more

.lyr files can't be added to web maps because they contain no data. .lyr files are supported for download and allow ArcGIS Desktop users who have access to the data to use the layer file. Having a subscription will allow you to create a service out of the data referenced by the layer file. In this case, the data is uploaded to ArcGIS Online and served up. Thanks, Mike ... View more

You should be able to move the point. try clicking once then clicking again and you should see some selection handles to drag the point. Is the layer a feature service? is the feature service configured for full editing? there is an option on a feature service to allow creating new features but not edit existing features. - What is the role of the person trying to publish? Are they an administrator or a publisher? - Have you signed out of ArcGIS.com (and signed back in) since creating/joining the organization? - Is there a service running in the organization with the same name already? Unfortunately, ArcGIS.com returns a generic error message "An error has occurred" when there there is already a service running with the same name. Service names must be unique.
