Well, I talked to ESRI Support, and did a screen sharing session. We didn't actually solve the original problem of having these 16 bit raster datasets displaying poorly in database connections or Image Services. ESRI suggested that I copy the individual 16 bit tiffs to local storage, then create a moasic dataset and load in the tiffs, build overviews and analyze, and share as an image service. So far, the database connection and the image service have been performing just fine.

Stranger still. I previewed the raster datasets and image services with ArcCatalog on my 10.3.1 client machine in early afternoon, and they looked like random color pixels as above. I looked at them with ArcCatalog 10.2.2 on my laptop, and they looked fine. I went back to my 10.3.1 client again in late afternoon, and they previewed just fine. Something is unstable, intermittent here.

Yeah, that was it. I didn't think there would be locks because I just loaded the data, but I guess I forgot that I was looking at it in ArcMap trying to make the join which created locks.

I just loaded some NHD line feature classes and an EROM table into a Enterprise Geodatabase based on 10.3.1, SQL Server 2012, and was going to make a join, but got the warning that there was no index built for the join attribute. Went to my data owner connection in ArcCatalog 10.3.1, right click > properties>Indexes to add the index to the feature class, but found that add index is greyed out. I saw that there is already an index for OBJECTID and an auto grid spatial index, but can't figure out how I can add a new index. Add Index is also grayed out with my sa and my sde connection. The heck of it is that I did this a couple months ago at a different 10.3.1, SQL Server, ArcServer installation. I did a Remote Desktop via VPN to this other location, inspected the properties of the same feature class with ArcCatalog, and saw that I had already built this index for this installation, and Add Index is not grayed out. The Join is still working at this remote installation. What did I forget to build on this current installation that is preventing me from adding my Index.

This is getting stranger. I started up Desktop 10.3.1 to take a look at these images services again, but both looked like random color value pixels. I investigated back to the source raster datasets in SDE. Same thing. I went back to the source individual tifs in standard disk storage. Same scrambled mess. Same when added to ArcMap as in ArcCatalog previews. Same on my ArcServer machine. What changed since April 25? Wasn't I still running Desktop 10.3.1? I hooked up a laptop that is still running Desktop 10.2.2 to my network, navigated my network, and AC previews of the raster datasets, image services, and source images look fine, grayscale black and white air photos as before.

The old black and white photos look fine when I copied them to a new version, 8-bit and scaled pixels, but when I loaded them into a new SDE raster dataset, it previews like this: Very strange.

My output looks good but I see the concern. I'll have to try ScalePixelValue to see if I lost some data the way I did it.

Thanks. But when I got started with this in SSMS, I got "huf******* is not a valid Windows NT name. Give a complete name :<domain\username>. Microsoft SQL Server, Error 15407) " I'm not running a Windows Domain at this location. I've tried adding my Workgroup e.g. workgroup.local\huf*****, but haven't guessed at the correct syntax. Is it possible to have Windows authentication without a domain? I tried an idea to create a login with the same password on the SQL machine as suggested at http://dba.stackexchange.com/questions/8151/windows-authentication-for-a-non-local-non-domain-login But got the same error message.

Although I was able to load them into an SDE raster dataset as 16 bit unsigned, the image service from this raster dataset was all one value gray. I just went ahead and Copy Rastered them to 8 bit unsigned in order to make an acceptable image service, same as I had to in 9.3.1. Maybe this python script will be useful to someone faced with the same issue. # -*- coding: utf-8 -*-

Still working on getting Server 10.3.1 working with SQL Server 2012 R2 on Windows Server 2012 R2. I wanted to use Windows authentication for user connections, DB authentication for SA and SDE. Do I need to first add users and their passwords to SQL with SSMS or the Create User tool? What happens then when a user changes his Windows password. No domain at this location. https://technet.microsoft.com/en-us/library/ms144284.aspx

It looks like the Password Policies on these two servers were defaulted to "Minimum password length 0 characters". I kept trying longer and longer passwords but even out at 20 characters, I would get a "password too short" error. When I changed this minimum password length to something other than 0, like 8, I could set user passwords successfully and still leave the option "Password must meet complexity requirements" enabled.

I have a set of old black and white airphotos that we scanned in house more than 16 years ago. They are signed 16 bit Tiffs. When I loaded them into SDE 9.3.1 to publish as an images service, I had to convert them to 8 bit unsigned or they would just appear as all grey with one value in all the cells. Well, now I am trying to load them into a raster dataset on a SQL Server based 10.3.1 Enterprise Geodatabase, and I'm getting the same results. But it seems like with 10.3.1 I am offered many more options on the kinds of images I can load. Is it possible, if I find the correct options, to load this data, or will I have to convert them again to 8 bit unsigned? A sample image is too big to attach here, but should show up here ftp://yakimagis:PomonaPasture-2@ykfp.org/BadTif in a few minutes.

After all that, I think I got it fixed. I started to look into why I couldn't make a connection with SSMS either. I found some directions that port 1433 had to be open on the SQL server machine. I made a new firewall rule on my SQL Server machine for port 1433 incoming. Finally client machines can create a database connection with ArcCatalog. I don't know why taking the Windows firewall down for incoming and outgoing temporarily didn't work. Got mislead by that test.

Yes, it appears ESRI Tech support for enterprise geodatabases is backed up. I got a response from BIA's OTSGS that I was assigned a ticket number early in April.
