You didn't say whether you're using ArcMap or ArcGIS Pro, but I'm guessing ArcMap since you're describing grayed-out behavior.  The option to create new Network Analyst layers in the ArcMap toolbar will be grayed out if you have not added a network dataset to the map.  A network dataset encompasses routable streets and various settings for how travel time and distance can be calculated. We have not yet implemented the ability to create network datasets from scratch in ArcGIS Pro (as of Pro 2.4, releasing soon).  For now, you must still use ArcMap to create the network dataset.  We are aware of this gap and are working toward providing this ability in future releases. A better way to accomplish this would be to create a network restriction that forbids travel on transit lines. Then, create a travel mode for walking with no transit.  When you publish your service, the user can select either the transit+walk travel mode or the walk-only travel mode. ... View more

Unfortunately, the turn editing experience has not yet been implemented in ArcGIS Pro.  You would have to manually edit the attribute table of your restricted turns in order to make the turns work.  ArcMap does this for you automatically. ... View more

Sorry it took you so many tries, but I'm glad it's working.  There is new functionality coming in the next release of ArcGIS Pro that should make this a lot easier. If you don't specify a time of day, the transit lines will be treated as restricted, so your traveler will only be able to walk along the streets.  The "default" travel time is basically just walking. ... You should be able to set the Curb Approach of each stop to "Either side of vehicle" so it doesn't care which side you approach it from.  This should allow you to pick up stops on both sides of the street when you drive down it. ... View more
