Hard Code Question

I need some help to avoid hard coding values. I think that is my problem and why no matter what the input file is I only get a section of the merge. I need to be able to change the inputs and be able to use merge without hard coding anything to work on other data.

Maybe posting the entire code will help. It does not matter the input file I only get a small section of the merge output.
