Acpy check identical row by 2 fields

Hi,

i could try to check on a table or feature layer all the identical row using 2 fields for check.

Unfortunately i have a arcGIS Desktop Standard License so i can not use Find Idenical tool. In arcpy how i can do this? I would like to find these row and after update one filed of identical

Any idea or example to see?
