ArcGIS 1:24,000 Scale Base Map Question

Back in the year of 2011, I found a PDF that ESRI had a documentation about 1:24,000 Scale Map Specification.
I am wondering if they have them in for 1:12,000 , 1:100,000 and 1:250,000 scales if they are still exist ? If not ESRI but can be any other company that does have the similar to it ?
