i want to use Arc GIS 10.3 for the same any tools or program which i could use to add point table data to the polygon enclosing the points.

You probably need to show us the data and exactly what you want to do. What do you mean "merge" all the point data attributes? How to merge? add them up? count them?

I'm with Neil on this one; a little clarification will go a long way.  Seems to me if all your points are in the same polygon, half the job is already done...
