Enable Attachments disabled after generating match table

I am trying to attach PDF assessment packets to polygon features on a map. 

I use the enable attachments geoprocessing tool, this completes successfully. I have also attempted enable attachment through the manage window on the feature service.

I generate the match table via the geoprocessing tool. The attach table and relationship table appear within the geodatabase, this executes successfully.

When I attempt to use the add attachments, I get an error message that attachments aren't enabled. I check the manage window again, and see that enable attachments is unchecked. I also check the catalogue tab and see that the REL table has also disappeared. 

I am using Pro 3.7 and have tested with 2 accounts, one AGOL and one Enterprise, both result in the same issue.

Any ideas?

Hello @jgideon_grs  , this is what I tried with ArcGIS Pro 3.7, but I did not see any problems.

1. I have a Feature Class in a File Geodatabase.

2. I run Enable Attachments on the Feature Class which creates the ATTACH & REL tables.

3. Using Generate Attachment Match Table I create the match table which does contain the correct matches.

4. Then I run Add Attachments to add the attachments to the Feature Class as expected.

Are you able to post any alternative steps to reproduce the problem ?
