This is a really large and open-ended question. Instead of leaping into software selection and design, you probably want to do research into requirements and available data first.

Just like Vince has mentioned, you probably should do research into requirements and available data first, or elaborate in details on what you have, what you wanted to do with what you have, and who are your target audience so that we have a better idea on what you intend to do.

Basically, for data collection, you may choose Field Map and Survey123; data storage, the ArcGIS Online or Enterprise if you want to store data in your own server; data analysis, the ArcGIS Online/ ArcGIS Pro; data presentation, the storymap, experience builder, etc.
