I am developing a java application that needs a basic base map of the world that is on the local machine (no web access). It looks like the java SDK for ARCGis is excellent. But it does not appear to be possible to load an offline basemap. Can anyone suggest if this is possible or suggest another application. I have looked at openmap, but the documentation and examples are not very good.
