View Attachments in GIS from SQL Database??

Hello,

Is there a way to view or open attachments in ArcGIS Desktop 10.5.1 or ArcGIS Online or other apps (Sharepoint or etc) from SQL database attachments? In msSQL database, attachmments link to network folder. In SDE database, I have BLOB data type table and it is PDF files. Please advise.
