Unable to paste object - in ArcGIS

I created a map with polygon shapefiles and I wanted to copy them. but when i use command copy the button paste does not light up ( see picture bellow )
But when I select an object, it lights up
when I paste it, it copies a layer of file shp, not the object I want to copy
I tried to put that shp file on another computer, it copied normally, I tried resetting arcgis and doing everything but the paste button still didn't light up, hope everyone could help me....I really have a headache because of it
