So, I tried to polygon to raster, however, the error came up with.

Spatial reference does not exist in the data source.

You need to define its coordinate system first
Define Projection (Data Management)—ArcGIS Pro | Documentation
If you don't know what to define it as,
then don't guess, .... should be, could be, might be...
aren't good options, a misdefined coordinate system will only make a situation worse.

something is wrong with the file.
Can you add it all by itself to a map and view it? (no basemap, no other data)
Can you open the table?
What are the extents of the file (left, right, top bottom)? check under the layer properties.
What Is the coordinate system supposed to be in light of the extent? Does it look like decimal degree data? or does it look like it is projected?
also try running CheckGeometry

can you use CopyFeatures and copy it into the default file geodatabase and then try using the copied feature class.

What was the actual error?
Did you get the shapefile from somewhere? or did you produce it?
Did you get any errors when loading the shapefile into a blank map?
If Repair Geometry and Copy Features doesn't fix the geometry problems there is little else you can do.
